"local aliases" was the wrong choice of term. .mrconfig is managed
in the repo by debconf-team. It's designed to include the entirety
of debconf-team and debconf-data. However, some of use may want to
integrate additional Git repos, such as the sponsors repo, or the
git-mediawiki clone etc., and it would just make sense to add those
to .mrconfig.local instead of ~/.mrconfig somewhere further up the
tree.

I guess I am somewhat hung up on the idea of being able to use
~/debconf in a self-contained manner, but your point about
/tmp/.mrconfig when checking out d-i into /tmp is also valid.

A bit at an impasse now.

However, I believe that the first patch for #743576 is still an
enhancement. Just leave out the second patch in this bug report.
