The FTBFS was due to a race because the db target dir was not created in
d/rules like on ubuntu, so I suggest to reenable nssdb and create
debian/libnss3-nssdb/var/lib/nssdb before certutil commands.

Also, I'm still not convinced about

it could have been an evolution bug, I don't get "Failed to initialize
NSS SQL database in sql:/etc/pki/nssdb: NSS error -8187" on current sid
which has evolution 3.12, whereas 3.10 on Ubuntu 14.04 does give that.


And since the package only had the new db's, maybe default to
NSS_DB_TYPE_SQL in nss/lib/util/utilpars.c so that certutil always does
the right thing instead of failing if the path is not with sql: prefix
(can still use dbm: to use old db's).
