AFAICS this is a valid rss feed.

I don't know if r2s is broken due to looking at the mime type. Even if it's
acceptable to look at mime types in this case, I think r2e should try to be
forgiving in what it accepts. I can probably email the author of Minix with a
cite to the appropriate RFC and get him to fix his web server, but I am much
less likely to be able to fix the next such feed I want to consume with r2e.
