I just tested that, and the bug does not occur in Linux if I wait about 30 
seconds. Therefore this bug can be considered kFreeBSD specific.

I thought I originally assigned this bug to openrc. I guess I made a mistake.
(It's a good thing the BTS allows reassignment of bugs.)

Also on kFreeBSD (with openrc running), /proc is not mounted, and when trying 
to shutdown, openrc segfaults, causing the system to hang.
