I don't believe that this is similar to #638726 because
yubiserver.sqlite database file changes over time and it is not
overwritten after upgrading to the latest yubiserver version. After
adding your keys the database is populated and the md5sum is different,
so debsums tool reports that the file has changed.
One solution to consider is excluding yubiserver.sqlite file when
generating md5sums (dh_md5sums) file for the package. Another solution
might be that yubiserver will create the DB file on startup (or via
yubiserver-admin for another preferred location) and use it afterwards
and not ship it with the debian package.
I will consider solving this bug in the next version of yubiserver.
