sgfxi is a script that will install the latest proprietary drivers for you,
I guess it doesn't really matter in this situation. Anyway, that's odd that
you can set keys with the default root permissions while I can't. However,
I seem to have found a temporary fix that seems to be working great for me
so far.

sudo setfacl -b /dev/input/event4

This prevents mumble from using my keyboard media keys and causes mumble to
fallback to xinput.

GlobalShortcutX: Unable to open any keyboard input devices under
/dev/input, falling back to XInput
GlobalShortcutX: Using XI2 2.0

Now it lets me use shortcuts again.
