I don't think I understand... but I'll explain again just in case I wasn't understood: What I suggest is that since the docs are distributed in an arch:all package, they shouldn't need to be built on every architecture (with texlive, dot, graphviz tools). It's something that usually belongs in a build-indep target, that the maintainer runs when uploading a new version of the package, but each of the buildds don't need to do it. Also the package won't Build-Depends on all those documentation tools any more.
