However I have this with Wheezy(vm), and it shutsdown from inside&out of the VM. The only packages I can think of is acpid and sysvinit(which runs halt).

Prior patch for bug 759522 a shutdown could not be done from the kvm monitor console(for the Jessie vm) but now could, so this is why I thought it is not something currently kvm related.
