Dear Maintainer,
* What led up to the situation?
Selecting another user specific language then the language for the login screen
in the region panel.
* What was the outcome of this action?
No changes. The language of all users is the same as the login screen language.
When I change the login screen language, the language for all users changes to
this language.
I can only change the region formats like date per user with the Format option.
* What outcome did you expect instead?
After logging in the next time the desktop should appear in the language the
user had chosen.
Until Gnome 3.8 the behavior was like this. the bug appeared in Gnome 3.12.
