Then you could just suggest 'unrar', which comes from the 'unrar-nonfree' source package. (Note that for a brief period of time, the 'unrar' binary package was, as you mention, the free one, which couldn't open most files. That was reverted, and I don't think the 'unrar' binary will be pointing to the free one again unless it gains support for all rar files.)
