Peter, this particular issue is solved when you upgrade to
util-linux/mount from experimental (if you are running sysvinit, you
also need udev 208-7).

I'm inclined to *not* add a workaround to udev to create /dev/loop0 and
simply wait until this util-linux version enters unstable.

In the case this doesn't happen for jessie, we can still revisit this
decision.
