After some more discussion on #debian-systemd, we decided to make systemd recommend dbus. After all, when unprivileged users use systemctl, a dbus system bus is required and apparently we also need it for [1] -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
