what I would do:

-set apt-xapian-index back as recommended
-add a flag "useXapian" to synaptic.conf
-on first synaptic start, ask if packages should be indexed (set
useXapian flag to true)
-disable qick search input field, if indexing is disabled (DO NOT HIDE)
-if indexing is enabled via settings (a checkbox needs to be added)
later, enable quick search input field

With this solution, both "problems" will be fixed:
-apt-xapian-index is available by default
-using index can be disabled via settings on low power computers

It would be great if someone could implement it this way.
