I can't tell whether this was ever actually forwarded upstream. It is
not in the GitHub issues, which have existed since 2011.
The bug has not been fixed, so I have filed a new issue upstream.
A resolution doesn't look promising, as there's been no upstream updates
for almost 2 years, but we'll see. :)

That "1" is hard-coded, and means that all man pages, even those put

OUTPUT_SUFFIX = "1"
I suspect (not knowing an Ruby at all) that putting something in the
man page saying how to set OUTPUT_SUFFIX *and* changing the .TH line
to use it would solve the problem.
