Once nvidia-settings (which builds libxnvctrl-dev, which is a
build-dependency for conky-all) goes through the NEW queue and is
approved by ftpmasters [1]. It's been sitting there for a while now,
and it's out of my control.

You can fetch packages that have appeared in Debian before (including
conky-all 1.9.0-4) via the snapshot.debian.org service, e.g. [2].
