The dependency is made for the Debian package management system
(dpkg, apt). It is you own decision to don't use this management
system. But then you also have to use your own Squidguard package.

By the way a package management system have some advantages. So 
you can generate your own Debian package of Squidguard with different
configurations. And the same for the squid/squid3 package. Try it
it is not difficult.
