In the Qt/KDE team, we have provided a couple of 'user oriented' configuration packages that sets the system up to have either qt4 or qt5 as the default Qt when invoking qmake and similar tools. But these are end user oriented and should not be used for neither package building nor other packages should depend on it. A special exception to the above is that there might be some cases where debian-qt-...@lists.debian.org might want to do it for 'chained' configuration packages.
