Well, read the transition plan I referenced in my other reply. The point is, that we want different behaviour depending on whether you upgrade or do a fresh installation. The sysvinit package in jessie won't be Essential: yes / Priority: required anymore (upload for that is pending). It will become an (optional) transitional package with the only purpose being to ensure a smooth upgrade and providing a safety net. Hope that clears things up.
