It says:

        [main]
        plugins=ifupdown,keyfile

        [ifupdown]
        managed=false

AFAICS thats the default. If I set managed=true, then
eth0 gets both IPv4 and IPv6 addresses using DHCP4
and SLAAC. The "inet6 manual" in the interfaces file
is ignored.
