Hi Keith, your approach is laudable, but most of what you propose has already been discussed years before, and regardless how little the effort looks like, nobody ever stepped in to implement it. Instead, why not making a decision on whether it was acceptable or not to revert a commit that had been seconded by enough developers and recognised as consensual by a Policy editor ? This is the core of the problem: the Policy changes process works and there is no need for the CTTE to steer Debian's policy on menus, it is just that the result of one year of consensus-building it is blocked by a single person.
