A fai softupdate always reconfigures packages, if 
/usr/bin/debconf-get-selections
is not installed. This leads to unwanted restarts of data base services.

/usr/bin/debconf-get-sele comes with debconf-utils which is in the Recommeds
line. It should be in the Depends line.
