I've just uploaded libgpg-error 1.13-0.2 which should produce src/lock-obj-pub.native.h to stdout of the build process, as Helmut suggested.
hopefully this will result in useful output on the buildd, which can be
then fed back to upstream to make the package cross-buildable.
