I have now NMUed guymager with the maintainer's permission, and I've delayed-5-NMUed partitionmanager. parted 3.1-2 is in experimental and has built everywhere except mips (not a build failure, it's just sitting in Needs-Build - given that it built fine on mipsel I don't anticipate a problem there). No other known blockers remain.
guymager will show up on the transition tracker, but can be ignored; it doesn't require a binNMU. May I go ahead and start the transition in unstable? I can wait for the partitionmanager NMU to land if you feel that's necessary, but I don't want to wait too long as I'm going to be travelling for a good chunk of August and would like to get this out of the way before then if possible.
