Did you change the interface configuration in this file?:

/etc/default/isc-dhcp-server

It is possible any custom configuration you have elsewhere is being overridden. At the end of the file there is a line with:
INTERFACES=""

You might want to try changing it to:
INTERFACES="eth1"

Then, restart the service to see if it makes any difference.
