I apologize for the difficulty this my cause for your audits, but no, I'm
not going to do this.

Speaking as upstream, the correct license is the all-permissive license,
and the other license is purely an artifact of the tool used to generate
this document.  I am not going to give the other license any official
presence or acknowledgement since I don't consider it the correct license,
and there's no reason to ever use that license instead of the
all-permissive license.

The ideal solution would be for xml2rfc to gain an option or processing
directive that tells it not to insert that license, or for someone to
write post-processing code to remove the incorrect license information
from the generated file.  I will leave this bug open as wishlist for that
work.
