joystick now limits its architectures to linux-any, so the "!hurd-i386 !kfreebsd-amd64 !kfreebsd-i386" portion of the %joystick line in Packages-arch-specific is no longer necessary. In addition, other joystick packages (some of which depend on joystick) are built on s390x, and given the buildd cost of the joystick package I'm not sure it's worth excluding it.
