As someone who has only recently started contributing to Debian and took a while to find somewhere good to jump in, I think this is a perfect bug to label as "gift". It would be a great way to familiarize newbies with tools like quilt while keeping the difficulty level of the actual coding very low (shellcheck pretty much tells you what to do! Plus, I'd imagine the vast majority of people looking to contribute to Debian via bugs have some familiarity with shell scripting!). The workload would likely need to be spread over multiple patches.
