the check-mk-agent-logwatch package (and the similarly named packages provided directly by the check_mk upstream) have a status file in /etc/check_mk/logwatch.state. Please add it to the default ignore list. (#639497 is about moving the file to /var, but this hasn't been fixed since 2011.)
