While searching for something unrelated, I saw this:

Looking at the man page itself:
$ man splitindex
…
NAME
splitindex - manual page for splitindex 0.2a
This is not what the summary (if that's the correct term) should
describe, but rather the purpose of the program. Probably copying the
2nd line in the description paragraph would be good enough.
