Samba build clean modifies debian/control, this is not on the release standards list, but it is in the ftp-master reject FAQ as not to be done. If you don't want to do this in a special target, the build should fail or skip updating control when type-handling is not present. Silently producing broken build-dependencies doesn't seem optimal.
