If a CRAN package fails 'R CMD check' it will not be on CRAN, ie not be
available as a source package.

For any given R package, you can always run R CMD check locally.  And we know
CRAN runs _all_ these tests, but also limits their coverage to ~ 1 min each
to minimize total load.  You as maintainer are free to run checks when you
prepare packages.

I have no immediate plans to hack this into cdbs, and I do not think I want
to slow my (and everybody else's) builds down for this (given that I know the
package has passed).

We may make it optional if and when we rewrite debian/rules to use dh which
may (or may not happen) with some help from Don (CC'ed) as he and I discussed
over beers yesterday.
