Ie:

That way non-gui boxen will get pinentry-curses w/o having to install it
before upgrading or at the same time as a gnupg2 install.

It was like that, and back in 2008 pinentry-gtk2 was moved to the front because GUI users were getting pinentry-curses installed which wasn't working. What we need apparently is a way to prefer the gtk2 version on GUI boxen and ncurses on non-GUI boxen.
