You should really be building packages in a clean chroot. This would avoid issues like this one, due to packages not specified in "build-depends:" being installed. It is a good idea for other reasons too: https://wiki.debian.org/HowToPackageForDebian#All_tests_in_chroot There are several tools which help automate this process - e.g. sbuild, cowbuilder, pbuilder.
