Here is the background: 1. ibus-anthy and ibus-kkc packages were forcing <layout>jp</layout> over <layout>default</layout> 2. I saw Fedora using <layout>default</layout> if it is available. This can be us, de, fr, ... 3. I am following it so any keyboard user can keep typing in their XKB default setting when in non-CJK input mode. The idea is to respect the user XKB setting (That is Debian-way.) I may be misguided for CK-situation.
