Citing man 5 deb (which is referenced by policy): These members must occur in this exact order. Current implementations should ignore any additional members after data.tar.gz. The ftp tools doesn't ignore these members, in fact they check explicitly for them and reject them. This is a sever change to the toolchain because it breaks the status quo and undermines the usability of binary package signatures. One doesn't always have the posibility to check the md5 sum in the aptcache against the Release file signature and Package files, because those are moving targets. So it is important to quite some people to use binary package signatures, especially for long time usage. Thanks for returning to the old functionality in advance and removing this limitation that has technical background, and is against the policy.
