Hello,

I have just begun looking into filling an FBAR by going to 
<http://bsaefiling.fincen.treas.gov/NoRegFBARFiler.html> .  I am using Debian 
Linux which is a free open source linux distribution.  Debian linux provides an 
excellent stand in for Adobe PDF viewer named Evince.  However, the FBAR form 
will not open using the Evnince viewer.  I must install Adobe PDF viewer and 
reconfigure my computer in order to file my FBAR.  Why was a method which works 
only with the proprietary Adobe PDF viewer chosen when web forms in pure 
standards compliant HTML would have sufficed?

The hallmark of capitalism is that consumers have a free choice of which 
products they will use, however, by making the FBAR form require me to install 
Adobe PDF viewer on my computer and to configure my computer to use Adobe PDF 
viewer as my default PDF viewer that choice is taken from me.  In order to 
comply with federal law regarding FBAR compliance, I must accept Adobe's terms 
of use, thus essentially enacting a contract formulated by Adobe into law.  In 
order to file my FBAR, I must accept the conditions put forward by a non 
governmental entity.

Please consider changing the FBAR filling process in order to comply with the 
tenets of free, democratic, capitalist society.
