Yes, or at least if updated-49-minutes-ago can be considered sufficiently
up-to-date. And looking at

http://packages.qa.debian.org/h/haskell-mono-traversable.html

will confirm that this is not quite a local issue (see "testing migration"). I
suppose haskell-mono-traversable needs a rebuild? (Which would confirm that this
bug should be reassigned to haskell-mono-traversable.)
