Since this removal was apparently temporary in order to allow a
re-upload to main, I'm reopening all of pyopencl's bugs that were closed
in this way. They can be closed by the next uploaded version.

ftp-masters, is there a way to RM a package without automatically
closing its bugs, which could/should be used for temporary removals like
this one?
