At least using the German localisation postgresql-common recommends to

  pg_dropcluster --stop-server 8.0 main

before running pg_upgradecluster - in which case there won't be much to
upgrade if I'm not mistaken... ;) Let#s just hope noone is
copy-n-pasting this recommendation into his system console...
