Just because the source is not someones preferred form of source, this
does not mean it is any violation of the LGPL.

The source of a minified javascript file is an unminified one. There is
an unminified one in the source archive. The fact that it is a
concatenated file is completely irrelevant. You can modify it; my
editor of choice is easily able to edit a 19k line file.

This is not a minified versus unminified argument. The source is there
and is available and is editable. The fact that one person doesn't like
it should not stop wordpress 3.9 from transistioning.
