Hello and thanks for your kind words while closing the bug. As you may have noticed I tried to elicit community opinion on debian-user, but there weren't many responses -- just two, one for and one against. So I guess it's going to be as it is.
But at least please update the packaging documentation on Depends and Recommends to clarify that when a package contains multiple "program"s [that word nowadays seems quite archaic! :-)], the dependency of only one of those programs will be considered a Recommends and not a Depends.
