It is not the license for the file itself. Also the text in for example el.po explicitly states "... with no Invariant .....". c.f. https://git.gnome.org/browse/sound-juicer/plain/help/el/el.po These files seems to contain outdated (commented out) msgid strings which includes some statement about an invariant section which probably could be scrubbed. (Once the translations are updated there will dissapear I guess.)
