I'm not sure why this blocks the migration, and the package is not
needed nor intended to be built there.
It's a blocker because the package has previously build there and the
old build is still in unstable:
vdr-plugin-vnsiserver | 12.0+79+ge1c3fb1+dfsg1-4 | unstable | s390x
You need to get ftpmaster to remove the old binary and britney will then
happily consider the migration.
