Please either depend on dpkg-dev or IMHO even cleaner create the correct logrotate script on build time (with the help of dpkg-vendor). Or at least check for dpkg-vendor before calling it. The same bug is also present in glance-api. As this is from the same source package I won't submit a separate report until you think this would be appreciated.
