I continue to experience this with xfce4-panel 4.10.1-1 in Testing. My current workaround is just to mouse over the panel and away which auto-hides it as expected.
One detail that has been missed in earlier reports is that this happens any time a context menu is opened from any icon from the notification area. Context menus opened from other items on the panel, such as the panel clock, task manager, etc, do not trigger the bug. The one exception is native Steam's notification icon context menu which has known problems of its own with being slow to appear.
