The new major upstream release has license issues, as I explained in bug #298814. I am still actively maintaining bittorrent. I have an upload set to fix the outstanding RC bug slated for today - I was waiting hoping that the license issues could be worked out and I could upload bittorrent 4.x. If you need the most latest version, I suggest you package it yourself or just run it from the source tree, it runs fine that way.
