The new major upstream release has license issues, as I explained in
bug #298814.  I am still actively maintaining bittorrent.   I have an
upload set to fix the outstanding RC bug slated for today - I was
waiting hoping that the license issues could be worked out and I could
upload bittorrent 4.x.

If you need the most latest version, I suggest you package it yourself
or just run it from the source tree, it runs fine that way.  It's not
likely to hit Debian soon because of the license issues which still
need to be worked out.
