This issue is present in both Debian wheezy and Debian jessie. I think
that this issue needs to be fixed in both Debian wheezy and jessie.

By default apt-offline does not work because debian-archive-keyring
installs the files listed below and apt-offline ignores them and only
uses /etc/apt/trusted.gpg. The code has an option to allow using a
different keyring but it only allows one keyring and the option isn't
possible to enable from command-line parameters.
