So I decided to test it in some test chroots (note: the i386 chroot
was on an amd64 host, the arm chroots were all on an armv7 host)
debian wheezy i386: works
debian wheezy armel: fails
debian wheezy armhf: fails
debian jessie armel: fails
debian jessie armhf: fails
raspbian jessie: fails
So it looks like a general arm breakage, not something specific to
raspbian.
Another data point, it worked on my Pi running debian derived 3.6 and
3.10 kernels and a mixture of raspbian wheezy and raspbian jessie. Could
be a kernel config issue I guess.
I tried diffing the straces but there was too much noise for me to
really see what was going on. Without a real error message I'm not sure
what if anything can be done.
