Upon rebooting or upgrading binfmt-support, binfmts that were previously 
disabled with "update-binfmts --disable FOO" get re-enabled.

Similarly, even binfmts which have been removed using
"update-binfmts --remove FOO /usr/bin/foo" get re-enabled on package re-install.
