I can confirm this bug exists on the clean Debian 7.4 x86_64 installation. During system boot up:

Mounting local filesystems...done.
Activating swapfile swap...done.
[ ok ] Cleaning up temporary files... /tmp.
[ ok ] Setting kernel variables ...done.
[....] Configuring network interfaces...ifup: failed to overwrite statefile /run/network/ifstate: No such file or directory
failed.
[ ok ] Cleaning up temporary files....
[info] Setting console screen modes.
[info] Skipping font and keymap setup (handled by console-setup).
[ ok ] Setting up console font and keymap...done.
INIT: Entering runlevel: 2

Due to that problem, my machine sometimes is not able to properly obtain DHCP address from DHCP server.

Once everything is booted up I can see both /run/network/ifstate and /var/run/network/ifstate. They are not symlinks and both have the same content:

lo=lo
eth0=eth0
eth1=eth1
